The extent to which partner country governments and development partners engage a diversity of stakeholders — civil society, the private sector, parliaments and trade unions — in planning, delivering and reviewing development co-operation.

The quality of country-owned systems, and the extent to which development partners use them: alignment with country-owned results frameworks, use of public financial management systems, predictability of funding, and reporting to country information management systems.

The transparency of partner country processes, and the extent to which development partners make their country-level strategies publicly available and report to global transparency standards — the International Aid Transparency Initiative and the OECD Creditor Reporting System.

The extent to which the priorities of women and girls, youth and children, and vulnerable and marginalised groups are reflected in country strategies and in development partners' country-level strategies, and whether disaggregated data is available to monitor progress towards them.
